Update: you can now choose which type of RW you start in naval regions - land or naval RW.
ahahahahahaha
What new naval training centers? This is stupid
sea legend medal pays so few gold in comparison to land battles (TP and TA), so he lack incentive to focus on naval battles... Also it s pretty hard do improve naval rank besides a certain point...
