I think it is not the best but still worth. for instance, if we multiple given workers it will be 14x7=98. so for 98 work, you should pay at least 196 gold to a worker (well, the package costs 199 gold in total), and the others are on your count.
There is a little error on your info: From Dany 13 to on, you receive 8 employees instead of 7.
