i think he should give discount on upgrades for factories and training facilities .... this would stimulate people to spend even more gold ... 
Not a good idea to simply give away gold... Then, any new members will never be able to do anything and simply quit.

the ideal game would be the game in which you can't purchase gold at all. So how to stop people buying so much gold and ruining the game that way ?
You can limit the gold individual can buy (monthly, daily...) or to make gold 4 times more expensive
