Maybe RWs should simply be accepted in peace negotiations. Anyone can start an RW so it is a big loophole that makes peace agreements less reliable. Either make RWs acceptable or structure the agreement so that wildcard RWs don t cause the agreement to fail. Of course, I have no real idea how negotiations work in this game and am just providing an outsider s perspective.
