There s several government programs that borrows you Gold for upgrades that you might need such as Workout Area or Factories. Therefore, I don t think that a bank is really needed.

unfortunately there is a rule up to 30 days to return the loan, so a bank could be risky cuz someone may not pay, for exemple, and generate ban for both parties :/
